428AM Tech Solution is a small software studio based in Lapu-lapu City, Cebu, Philippines. We work with Philippine SMBs in logistics, retail, food and beverage, professional services, and a few fintech-adjacent teams.
We focus on five areas where senior judgment matters more than headcount: custom software development, vulnerability assessment and penetration testing, cloud migration, IT consulting, web development, and mobile app development. We do not pretend to do everything — these are the areas we ship software in every quarter.
Founded in 2021, the studio is intentionally small. The people who scope the work are the people who write the code, run the tests, and hand it over. No account managers between you and the engineer doing the work.
We are not a fit for enterprise procurement panels, and we will say so upfront. We work best with teams that know what they need and want a senior partner to build it.

Every engagement starts with a one-hour conversation. We send a written scope within a week — fixed milestones, fixed cost, no vague SOWs.

You see the work the same week it ships. No quarterly reviews where you find out the project drifted three months ago.

Every project ships with handover notes, runbooks, and a recorded walkthrough. Your team can take over on day one, not day ninety.
Thirty days of included support
Bugs and questions are on us for the first month. After that, you can keep us on a monthly retainer or hand it over to your team.
